Florida
Florida allows cannabis for medical use only. The program is regulated by the Office of Medical Marijuana Use at the Florida Department of Health, and every licensee reports to the state's seed-to-sale system as activity happens.

API access for integrators
Software companies integrating on behalf of an MMTC or a certified marijuana testing laboratory (CMTL) request access to the Florida seed-to-sale system by email.
- Email [email protected] with the name of your software company, two points of contact, and the MMTC or CMTL you will integrate for.
- We send you an electronic agreement to sign.
- Once approved, you receive sandbox access, credentials for your MMTC or CMTL, and the API documentation.

Regulatory framework
Florida law allows cannabis for medical use by qualified patients. Adult-use sales remain prohibited. The program is run and enforced by the Office of Medical Marijuana Use, under the Florida Department of Health.
OMMU is responsible for:
- Licensing, auditing and regulating medical marijuana businesses
- Running the statewide Medical Marijuana Use Registry (MMUR)
- Processing ID card applications for qualified patients and caregivers
- Setting standards for lab testing, product labeling and facility security
Vertically integrated licensing
Florida does not split licenses by activity. Every operator holds a single Medical Marijuana Treatment Center (MMTC) license and must own and run its whole supply chain. Outsourcing key production steps to third parties is restricted. Each MMTC handles:
- Cultivation
- Growing and harvesting plants in approved indoor or greenhouse facilities.
- Processing
- Turning plant material into finished medical products such as oils, topicals, capsules and tested edibles.
- Dispensing
- Selling to qualified patients and registered caregivers in dispensaries or through authorized delivery.
Patient registry and dispensing
To buy or possess medical cannabis, a patient must be enrolled in the Medical Marijuana Use Registry and hold a valid registry ID card.
- Physician certification
- A qualified physician registered with the state evaluates the patient in person and diagnoses a qualifying condition under section 381.986, Florida Statutes.
- Dispensing limits
- Physicians enter orders, including dose and route of administration, into the registry. A dispensary cannot complete a sale that exceeds the patient's remaining allowance.
- Caregivers
- Patients who need help can designate a caregiver. Caregivers must pass a background check and are added to the patient's record in the registry.
Seed-to-sale reporting
Under Florida Administrative Code Rule 64ER24-1, every MMTC keeps its inventory software connected to the state's seed-to-sale system through secure APIs and reports the following as it happens.
- Cultivation
- Each plant or propagation batch gets a unique 16-digit identifier, used to follow its life cycle and any treatments.
- Lab testing
- Licensed labs upload quality assurance results, including THC and CBD potency and confirmation that no prohibited contaminants or heavy metals are present, before products are distributed.
- Transport manifests
- A manifest is created before any inventory moves between sites. It names the vehicle, driver, cargo weight and destination, and is available to law enforcement.
- Point of sale
- Each sale is checked against the patient registry: the batch dispensed is recorded, the buyer is verified, and the amount is deducted from the patient's allowance.
