Regulatory framework
Puerto Rico's medical cannabis program is governed by the Departamento de Salud through the Junta Reglamentadora del Cannabis Medicinal. The program was formally legalized under Act 42-2017 and restricts commercial activities to medical applications only.
Smoking or combustion of cannabis products is prohibited in public spaces. The market serves registered patients through vaporization, tinctures, edibles, capsules, and topicals.

Compliance and traceability
All licensed operators must follow seed-to-sale tracking workflows to log and verify every stage of the cannabis lifecycle. The state system tracks the full chain of custody across all verticals.
- Cultivation tracking
- Individual plants must be tagged and logged across developmental stages, with records of nutritional inputs, location transfers, and batch-level harvests.
- Processing documentation
- Manufacturing facilities must document all oil extractions, formulation runs, and byproduct conversions to account for precise material weights and minimize unrecognized waste.
- Dispensary point of sale
- Retail dispensaries must trace each sale back to the origin plant batch, validate patient card limits in real time, and track daily purchase allotments.
